High tensile wire fencing is dangerous for horses because it can act like a cheese grater and slice a horses legs.

Some great alternatives are Centaur HTP®'s two products:

Both styles are polymer coated high tensile wire fencing specifically designed for horses. Because the high tensile wire is coated with polymer, it is more visible to horses. The polymer helps protect horses' legs and body from getting sliced, if they should run into the fence or kick at the wires.
